( Chinese ) Li-Chang Kuo, the father of Taiwan 's Precision Industry, was praised by Chiang Ching-Kuo during his inspection of " Cheng Kuang Precision Industry Co., Ltd ." in Tainan in 1974. Chiang Ching-kuo, then Premier of the Executive Yuan, also presented Kuo with the four characters " 利用厚生 " (meaning "utilize resources for the benefit of all"), encouraging him to continue using resources effectively to help Taiwan's industrial transformation for the benefit of all. Ke-Wang Mei, former president of Tunghai University and then Secretary-General of the Youth Affairs Commission, said, "Premier Chiang specifically instructed during the Executive Yuan meeting: pay attention to the newly emerging precision industry in Tainan — its leader is a 21-year-old young scientist, Kuo Li-Chang( 郭立昌 )." Written by Peter Li-Chang Kuo ( Chinese ) The rain in June would not stop. In June 1966, Kaohsiung was battered by torrential rain and strong winds that tore off roofs made of sugarcane boards. The boy in the photograph looks like nothing more than a kid — just 13 years old and 141 cm tall. Yet he had already endured storms and trials, overcome obstacles, earned NASA’s recognition, and fulfilled the “ PTH ” order — setting a paradigm for humanity as “ Apollo 4 took flight .” After collecting the accounts receivable, he made a net profit of NT$90,000, allowing his family to celebrate the best New Year they had ever had. On February 9, 1967 — the first day of the Lunar New Year — he went to a photo studio near the stone statue to take this rare photograph. We only returned from studying abroad in 1965, and you were already starting your own business — and creating many classic products and industries ." Dr. Mei, not only served as President of the Central Police University and later as Chancellor of Tunghai University, but also earned his Ph.D. in Political Science from the University of Michigan in August 1965. Upon returning to Taiwan , he was entrusted by the government to establish the “ National Youth Commission ” (NYC) under the Executive Yuan.
