TES & IEA

"TES" was the result of considering carefully when we initiated the "Rich Taiwan Plan" in 1986 and summed up these three English letters in order to help everyone know and remember. Until the Vancouver APEC in 1997, those representatives of various economies had an enthusiastic response to our invention "Tech-Economic System" (TES), and they suggested that "You should file a patent application." The IPR content of TES such as "Cashless/ Contactless/ ETC/ ICT/ RF Transmitter" later became the important documents cited worldwide. Recently, The International Energy Agency (IEA) defined "Total Energy Supply" as "TES", so when you pick up your mobile phone to type "TES IEA", relevant information will appear.

"TranSmart Chip" is the key to activate "TES". At the beginning of the invention, it was unable to perform "Contactless" sensing with the corresponding "Transaction Reading Device" (TRD, Toller); therefore invented a "Power Chip" as thin as a postage stamp and embedded it in a 0.76 mm thick card. However, the "Power Chip" has a life limit. After many improvements, TRD has been able to transmit a tiny amount of signal to communicate with the TranSmart Chip, so the "Power Chip" just be mounted in the TRD. As to those participants saw "Power Chip" which was shown at the forum of "Science & Future", they were all astonished, so I told everyone that "The Power Chip which is made of leaves is the future."

I was invited to Singapore for APEC CEO Summit 2009 to contribute the "Rebuilding the Global Economy". The name of my proposal was "IIA-TES". I personally thought that the advanced research and development of “bio-based” power chip will be able to drive the “Clean Economy” (CE) and thus promote that “replace hydrocarbon with carbohydrate” for creating new industries and tremendous jobs.

It was heard that President Obama had decided to develop "Shale Oil", with an estimated daily production capacity of more than 10 million barrels, and an estimated annual output of about 500 million tons. If plants of the industrial hemp and castor to be planted, the land area of about 22,000 square kilometers can meet the same requirement. Because we had helped Tainan Mayor Su Nan-Cheng to tie a sister city with “Kansas City”, Missouri in 1978, the city is located in the center of the United States. At APEC, we proposed the "Seven Major Centers of Taiwan and the United States" in "IIA-TES". It is recommended to expand to ten states with an area of 1.48 million square kilometers from "Kansas City" as the center point. To select relatively barren land to grow the recommended plants and create local job opportunities. About ten years, in the mid-western region of America, there will be many new industrial settlements, and the per capita income will skyrocket.

It is a pity that an open society must vote for election every four years. National Leader must pay attention to "short-term issues." In the blink of an eye, Obama’s eight-year term ended. "IIA-TES" meant that "Investing in America for the economic stimulus." In the past decade, only the "Cashless" system has become a transaction tool for global application due to China's vigorous implementation. The core idea of true universal concern of "TES" has not been attained.

At that time, it was proposed to make good use of technology to maintain the ecological environment in promoting the social responsibility investment as the "TES Initiative" did not follow. In January 2017, President Trump, who had just taken office to delete a new international agreement--"TPP" that Obama had worked hard for eight years with a swipe of his pen. American was not only one who has heard of "TES Initiative", there were the other representatives in addition to the United States. The representatives of mainland China believed that "TES is a transmart electricity system," they also believed that would be a "good idea" about to plant those drought-tolerant plants in barren areas, and taking into account to develop the emerging energy products and new high-tech products. For example, the Tarim Basin covers more than 400,000 square kilometers; if it is used to grow drought-tolerant plants, it will not only improve the local climate and environment, be able to make further land planning-- it is feasible to use modern science and technology to use water from the Yarlung Zangbo for irrigation. In the year of U.S. President Trump took office, China authority had issued the certificates to the remote areas for cultivating those strategic plants and conducting related research. Afterwards, Trump signed the "Farm Bill" on the last day of 2018, and obviously the United States was one step behind China in this regard.

I used to spend eight years and didn’t foster any one American supplier; however, according to the "TES" to propose at APEC 1998 and we won the bill of "Steering the E-Commerce", a large group of investors appeared immediately in the United States, and Wall Street was also vying for support that was called "dot-com blooming"; and promptly was a "dot-com bubble" that occurred in 2002, it's really heavy casualties. As early as three decades ago in the United States, the parents who were discouraged their children to study engineering; on the contrary, believing that the education of "Information/ Finance" had a future, which created a serious shortage of talents in hardware. Moreover, "IIA-TES" became "IIC-TES". It seems that the Mainland China that is good at fighting the endurance war will eventually become the winner.

The social philosopher Karl Popper said that "An open society will have its enemies." He also gave this group the name "young aristocrat", pointed that they are good at using pep talk, seizing power, and taking advantage of the defects of an open society to carry out their self-seeking wantonly; However, the fools were deprived of everything and waved the flag for them. We invented "TES" for the purpose of "enriching Taiwan." Former President Lee Teng Hui once asked us to say that "Propose a plan that can increase Taiwan's income per capita by 10,000 US dollars." According to "TES", we submitted a proposal. The answer made him very satisfied. After the outbreak of the COVID-19 last year, the “Cashless” transactions of TES were as high as USD 36 trillion. As long as seven thousandths were kept in deposit, the target was met, without the need to inflate other items. However, the young aristocrats have become enemies of the Rich Taiwan Plan starting May 20, 2000.

We once put forward the view of emerging energy in 2014, but it was distorted. In fact, since preparations were made at that time and launched in 2016, after these five years, Taiwan’s total energy supply (TES) will become a global paradigm. There is no need to come up with the "Flagship Report 2021" through IEA to promote that the increase and decrease of raw materials. On May 18, 2021, the IEA released the world’s first "Comprehensive Energy Roadmap", showing that the government’s rapid actions to promote clean energy and reduce the use of fossil fuels can "create millions of jobs." And to achieve economic growth (EG) and approach net zero emissions—NZE and EG coexist. They said that this is a landmark "special report", pointing out that the world has a viable pathway to establish a global energy sector that achieves net zero emissions by 2050, but this path is very important. It requires an unprecedented transformation in the production, transportation and use of global energy. In short, it is to restrict 31.2% of oil, 27.2% of coal and 24.7% of natural gas, and phase-down them year by year.

Actually, we already proposed "replace fossil with plant" at APEC 2009, but the most powerful person in the world believed that "Shale oil can solve short-term problems." Indeed, the price of crude oil once fell to USD 20-30 per barrel to resolve the short-range dilemma, but the alternative plan for emerging energy has not yet been implemented.

A few days ago, I received a call from city councilor Chen Ruocui, reminding me to vote for "Four Agrees" on December 18 in referendum. Unexpectedly, I met her on a gathering of the 12th. Her assistant mentioned that "KMT should invite you to talk about this energy matter." As the matter of fact, I already went in 2018. 3 times to No. 463 Jianguo 1st Road and gave them my books; later, I went to Kaohsiung City Halls-- 2, Siwei 3rd Road and 132, Section 2, Guangfu Road of Fengshan. There were no responses at all.

Just now I heard the sound of a loudspeaker outside, saying that it was the city councilor Chen Lina reminding the citizens to remember to vote on December 18; it did not sound convincing. Compared with the powerful advertisement of the young aristocrat, it is really insignificant. Mr. Morris Chang once warned that "It is inevitable that Taiwan will be short of electricity by 2019." A certain people in Taiwan spend all his resources just to implement the "Rich Taiwan Plan," and the substantial tool is "TES". The International Energy Agency has formed "TES" to illustrate the direction of increase or decrease in total energy supply.

Regardless of coal or oil, those are fossil materials, and they are all hydrocarbon. I am even less interested in uranium ore; I only know that with modern science and technology, we can convert drought-tolerant plants into new energy sources, and a series of “high-tech carbohydrate products,” bringing tens of trillions of dollars in business opportunities. If the people's power of Taiwan converges, it will be like one tiny drop of water combined with another tiny drop, forming a pool into a river and further into a sea, that will be turning the great wheel of the new era.
